N.Y. Governor Issues Statewide Ban on DeepSeek AI for Government Devices
New York Governor Kathy Hochul (D) announced a statewide ban of the China-based AI application DeepSeek. Responding to concerns about foreign government surveillance, the action prevents the app from being downloaded on government devices and networks.

“We’re working aggressively to protect New Yorkers from foreign and domestic threats,” Hochul said Monday. “New York will continue fighting to combat cyber threats, ensure the privacy and safety of our data, and safeguard against state-sponsored censorship.”
New York is the second state, after Texas, to ban the AI application from state-issued devices and networks (see 2501310045). DeepSeek was founded and is owned by High-Flyer, based in the People’s Republic of China. Hochul cited concerns about censorship and the ability of DeepSeek to harvest user data and steal technology secrets.
“The decision by Governor Hochul to prevent downloads of DeepSeek is consistent with the State’s Acceptable Use of Artificial Intelligence Technologies policy that was established at her direction over a year ago to responsibly evaluate AI systems, better serve New Yorkers, and ensure agencies remain vigilant about protecting against unwanted outcomes,” said Dru Rai, chief information officer and director of the state’s Office of Information Technology Services.
