Rubio: 'America First’ EO Covers Cross-Border Data Transfers

Cross-border data and technology transfers are subject to President Donald Trump’s “America First” executive order, Secretary of State Marco Rubio announced Friday.

Rubio said all federal agency efforts involving cross-border transfers of goods, services, data and technology “constitute a foreign affairs function of the United States under the Administrative Procedure Act.” He issued the determination in response to Trump’s “clear direction to place our core national interests as the guiding mission of American foreign policy, and always put America and American citizens first.”
