EC Unveils Guidance on General-Purpose AI Model Code, Urges Companies to Start Complying
General-purpose AI (GPAI) model providers should start complying with the EU AI Act, European Commission officials said during a Friday briefing. The EC's AI office can help, they added, but will "be strict with you" starting in August 2026.

Rules for those providing GPAI models become effective Aug. 2, and the EC on Friday published guidelines clarifying the code of practice it unveiled July 10 (see 2507100002).
The guidelines aim to give GPAI model providers legal certainty and clarity about the scope of the GPAI rules, they said.
Among other things, the guidance further clarifies definitions of GPAI model and provider, open-source exemptions from the rules, and compliance and collaboration with the EC AI Office, officials said.
Providers of GPAI models placed on the market after Aug. 2 must comply with the rules and are expected to work informally with the AI office, the guidelines state. Providers of the most advanced models, those that pose systemic risks, are required to notify the AI Office about them. The office will help them comply, particularly if they've signed the code of practice.
The AI Office can impose fines starting Aug. 2, 2026, and it will also have all other applicable enforcement measures available to it, officials said.
By Aug. 2, 2027, providers of GPAI models placed on the market before Aug. 2, 2025 must be in compliance, officials said.
