The DPC describes at-risk or vulnerable adults as those whose physical or mental conditions or other personal characteristics, family life or life circumstances are in a vulnerable situation or at risk of harm. This can include people subject to domestic violence, homelessness, or trafficking, the watchdog said.
The toolkit provides extensive guidance, advice, templates and examples on how to collect, use, store and share data related to vulnerable adults while complying with the General Data Protection Regulation and Ireland's Data Protection Act, the DPC said.
Keeping vulnerable groups safe is a top priority for the watchdog's 2022-2027 regulatory strategy, it noted.
