According to an unofficial translation, changes include replacing the term "data user" with "data controller" and requiring data controllers and processors to appoint data protection officers to ensure compliance with the law. Data controllers would also have to notify the watchdog about data breach incidents.

Other proposals include allowing data subjects to request that their personal data be transferred from one data controller to another and requiring that data processors comply with the Malaysia Personal Data Protection Act's security principles.
